That temperature is just fine. If something was severely wrong, your health light on the MSS will turn red (normally its blue), and when you log on to the console you will see the network tab read as critical telling you what needs attention.
If anything in the hardware status section needs attention, there will be a red bar highlighting that area whereas it would normally be highlighted in green.
Fans usually fluctuate between 1400-1444 rpm. If youare still concerned, the only way to rule out an actual hardware fault is to perform a server recovery. If this is what you decide to do, I would call HP first to make them aware of your concern, and tell them you're going to do a server recovery as this is probably what they will have you do anyway. Might as well only do it once, and this way its on file should it not resolve the problem.

The health indicator light on the MSS is green, and the control panel tells me the network server is healthy. However, when I check the hardware, I see that the upper fan is spinning normally, but the lower fan is not spinning at all. I said the temp was 31c. Is this normal, or do I really have a problem that needs to be addressed?
Any suggestions are welcome!
If the lower fan is not spinning at all that is NOT normal and you should investigate sooner rather than later.
Did you do a memory or CPU upgrade? If so, did the fan get plugged back in? If the fan is plugged in then either the fan is bad or there is a problem internally. If under warranty call HP and get a replacement box. If not under warranty unplug the fan and check the voltage. If there is voltage there replace the fan.
Please keep us posted -- but do NOT ignore this.

Thank you for your comments and suggestions. I did call HP support. After trying several things, they decided the unit was bad and shipped me a replacement unit overnight via FedEx. The replacement is now up and running, and all is well.
I was quite impressed with the HP tech support service. Other than being on hold for about 30+ minutes the first time, they recognized immediately that it was a serious hardware issue and worked quickly with me to get it resolved.
